Using two forms of childcare assistance
A family may receive a mix of 20 Hours ECE and Work and Income Childcare Subsidy, but they generally apply to different hours in centre-based care. Work and Income assesses subsidy eligibility, while the early learning service records the 20 Hours ECE allocation. Families must provide both organisations with accurate attendance information.
The phrase ‘use both’ can create the wrong impression. It does not usually mean that two subsidies are stacked onto the same centre-based hour. Instead, different assistance may apply to different parts of a longer childcare week, depending on eligibility, approved hours and the centre’s attendance arrangement.
The safest approach is a three-way reconciliation: the family’s weekly timetable, the centre’s enrolment and fee records, and the Work and Income decision should describe the same care.
Give each scheme its own column
Create a weekly table showing total attendance, hours selected as 20 Hours ECE, hours approved for Childcare Subsidy and any remaining attendance. Do not put an hour in two columns unless Work and Income has specifically confirmed that a current exception applies. For ordinary centre-based childcare, the practical model is different assistance for different hours. The completed table should agree with the child’s signed enrolment agreement and the agency decision.
Start with the 20 Hours ECE allocation
For an eligible three-, four- or five-year-old at a participating service, the family selects up to six funded hours per day and 20 per week. The allocation is recorded with the service and includes hours used elsewhere. Establish this part of the week first. It gives Work and Income a clearer picture of which additional childcare hours the family is asking the Childcare Subsidy to help cover.
Let Work and Income decide the subsidy portion
Childcare Subsidy depends on current Work and Income rules, including caregiver, child, income and activity circumstances. The agency decides whether the family qualifies, the approved number of hours, the rate and the effective date. A centre can complete the required provider information, but it should not promise an outcome. Families should avoid signing a timetable they cannot afford based only on an estimate of assistance.
The same-hour rule matters
Work and Income’s current public page says Childcare Subsidy can generally be paid for the same hours as 20 Hours ECE only in a specific home-based educator top-up situation. A six-step coordination process
- Confirm the centre session and full weekly attendance required.
- Record the selected 20 Hours ECE allocation with the centre.
- Apply to Work and Income using the remaining care requirement accurately.
- Ask the centre to complete its section of the application when required.
- Compare the Work and Income decision with the centre’s account and start date.
- Update both organisations whenever the regular timetable changes.
Plan for timing gaps
The childcare place, the 20 Hours ECE record and the Work and Income decision may not all begin on the same day. Ask when the centre booking becomes financially binding, when the funded allocation will be recorded and when Work and Income can start assistance. Keep a temporary budget for any unconfirmed period. Do not assume a pending application suspends the family’s obligations under the enrolment agreement.
Check changes before they take effect
A new work roster, income change, second service, absence pattern or reduction in attendance may affect one or both forms of assistance. Contact Work and Income about changes relevant to the subsidy and contact the centre about changes to enrolment or 20 Hours ECE. State the effective date clearly. Updating only one organisation can leave records that no longer match.

Ask for explanations, not assumptions
Ask Childsplay Unlimited to explain the centre portion: the available session, selected 20 Hours ECE, other attendance and current fees. Ask Work and Income to explain the government-assistance portion: eligibility, approved hours, rate, start date and review obligations. When the two answers are placed beside the weekly timetable, the family can see whether the plan is complete.
What to do when the approval differs from the plan
Sometimes Work and Income approves a different start date, number of hours or rate from what the family expected. Do not alter the child’s attendance informally or assume the centre will absorb the difference. Ask Work and Income to explain the decision and review options, then contact the centre with the confirmed information. The centre can explain which current bookings remain available and what the family responsibility would be under each. Choose a revised arrangement only after checking work commitments, notice terms and the child’s routine.
Keep estimates visibly labelled
While an application is pending, mark every budget figure as estimated. Use the centre’s confirmed session cost and a conservative assumption for unapproved assistance. Replace the estimate only when the written decision arrives. This protects the household from treating an online calculator result, an old award or another family’s experience as guaranteed support.
