The eligibility starting point
A child becomes age-eligible for 20 Hours ECE when they are three and can remain eligible while they are three, four or five. Eligibility does not by itself reserve a place or determine the available session. Parents still need to enrol with a participating service, select the funded hours and complete the required attestation.
A third birthday can change the funding questions a family asks, but it does not replace the normal enrolment process. The child’s age is one requirement; the centre’s participation, current availability, agreed attendance and accurate paperwork are equally important to the practical outcome.
Planning early is helpful. Families can approach a centre before the birthday to ask what information will be needed and whether the preferred days are likely to be available. They should not assume funding or a new timetable begins automatically on the birthday without confirmation from the service.
Age eligibility begins at three
The Ministry of Education’s parent guidance states that children aged three, four and five are eligible for the 20 Hours ECE funding scheme. For a child approaching three, ask the service how it handles the transition from the existing fee arrangement to the new funded allocation. The answer should identify the effective date, any documents to update and the attendance pattern that will apply. The scheme cannot be back-filled through guesswork, so obtain the centre’s instructions before changing your budget.
Eligibility and availability answer different questions
Eligibility asks whether the child meets the funding rules. Availability asks whether the service has a place for the required days and times. A child can be eligible while a preferred session is full. A centre can have a vacancy that does not match a family’s workday. Keep these questions separate during an enquiry: first establish the current place and session options, then ask how 20 Hours ECE would be allocated within the option that is genuinely available.
Prepare before the third birthday
- Note the child’s third birthday and the attendance pattern currently booked.
- Ask the service when it needs updated enrolment or attestation information.
- Confirm which days and times can continue after the funding change.
- Request a written explanation of funded and non-funded attendance.
- Update any other service if hours are being allocated across two enrolments.
This preparation does not require choosing the full weekly allocation immediately. It creates a clear discussion and gives the service accurate information. If a parent’s work hours are also changing, provide both the present and expected timetable so the centre can explain what is possible rather than planning from an incomplete picture.
The six-per-day and 20-per-week limits still apply
Age eligibility does not remove the daily and weekly caps. A child can receive no more than six 20 Hours ECE hours in one day and 20 in one week across all services. A family attending long days may therefore have hours outside the funded allocation. A family attending fewer hours may use less than 20. The recorded allocation should reflect the actual enrolment and the arrangement agreed with the service.
Why the birthday does not create a new session
Early learning places are organised around staffing, licensed capacity, group needs and sustainable attendance patterns. The funding category changing does not create extra capacity or compel a service to reshape its session. Ask whether the existing booking remains suitable and what alternatives are currently offered. This keeps the conversation focused on both the child’s continuity and the family’s practical needs.
What happens around school starting
Five-year-olds can be eligible while they remain in early learning, but families should plan the transition to school directly with the centre and school. Do not assume that eligibility means an early learning place continues indefinitely or that unused hours can be carried forward. Confirm the child’s final attendance date, any notice requirements and how records will be updated when early learning ends.
Changes need to be recorded, not merely mentioned
If the family changes days, attends another service or alters the funded allocation, the enrolment agreement may need updating. Give the centre clear, dated information and sign revised records when requested. Casual comments at collection can be forgotten or misunderstood. Written confirmation protects the family and the service and makes it easier to check that the child remains within the overall limits.

If anything looks different, ask promptly rather than allowing several weeks to pass. A simple early review is easier than reconstructing a long period from memory.
