20 Hours ECE supports eligible children aged three, four and five at participating early learning services. It is limited to six funded hours per day and 20 per week across all services. Eligibility and enrolment
Who is age-eligible?
Current Ministry of Education parent guidance says children aged three, four and five are eligible for the scheme. Age eligibility is only the starting point. The child must attend a service that offers 20 Hours ECE, the family must select the funded hours and the required enrolment and attestation information must be completed.
Does it start automatically on the third birthday?
No. Ask the centre when it needs the updated information and from what date the new allocation can be recorded. Confirm whether the existing session continues and what attendance sits outside the funded hours. Planning before the birthday helps, but the centre must complete the process.
Does eligibility guarantee a childcare place?
No. Funding eligibility and vacancy are separate. A centre may not have the preferred days, age-group place or start date. Ask about availability first, then discuss how 20 Hours ECE fits the session that can actually be offered.
Hours and weekly allocation
What are the main limits?
A child can receive up to six 20 Hours ECE hours in one day and 20 in one week. The weekly total includes every service the child attends. These are maximum funded hours, not a limit on total childcare attendance. Hours beyond the chosen allocation may form part of the centre’s current paid session arrangement.
Must every family use all 20 hours?
No. The allocation should reflect the child’s actual enrolment and the hours agreed with the participating service. A family needing fewer hours may use fewer. A family needing longer days should ask how the selected funded hours and other attendance fit together.
Can hours move from one week to another?
The scheme is managed through daily and weekly limits rather than a bank of hours. Do not assume unused time carries forward. Ask the service how the child’s regular allocation is recorded and update the enrolment agreement when the ongoing pattern changes.
More than one service
Can funded hours be split?
Yes. Families may allocate hours across more than one service, provided the combined allocation stays within six per day and 20 per week. Each service needs accurate information about hours received elsewhere, and the same attendance time must not be claimed twice.
What is the attestation?
The attestation is the parent or guardian’s signed confirmation of the child’s 20 Hours ECE allocation, including relevant hours at other services. Complete it accurately and update it when the regular timetable or other enrolment changes.
Fees, charges and other assistance
Is all childcare free after age three?
No. Compulsory fees must not be charged for hours claimed as 20 Hours ECE, but families may need attendance outside those hours. A service may also have minimum session arrangements. Ask for a written breakdown of the complete booking rather than treating the scheme name as a promise that every hour has no cost.
What are donations and optional charges?
Ministry guidance distinguishes voluntary donations from optional charges agreed for specific additional items or activities. Parents should be told what a payment is for and whether it is optional. If an optional charge is agreed during enrolment, the agreement should record it. Ask the centre for current information relevant to its service.
Can Childcare Subsidy also help?
A Work and Income Childcare Subsidy may help eligible families with other childcare hours. Work and Income assesses the family’s circumstances and decides the approval. For centre-based care, do not assume both schemes pay for the same hour. Give Work and Income and the centre the same accurate timetable.
