The 20 Hours ECE maximum is six funded hours per child in one day and 20 funded hours in one week, counted across every service the child attends. The limits apply to the funded allocation, not necessarily to the child’s total attendance. The service and family record the selected hours in the enrolment agreement.

The numbers six and 20 answer different questions. Six is the most 20 Hours ECE that can be allocated on a single day. Twenty is the maximum for the whole week. Families need to satisfy both limits at the same time, even when the child attends long days or uses more than one early learning service.

A practical way to understand the rule is to map the week on paper. The map should show actual enrolled times first, then identify which hours are proposed as 20 Hours ECE. It should not begin with a fee assumption or an online example from another centre.

Treat the six-hour limit as a daily ceiling

No individual day can contain more than six hours of 20 Hours ECE for the child. If attendance extends beyond the selected funded hours, those additional hours are outside the 20 Hours ECE allocation. This distinction is important for full-day care. A centre can explain how its sessions are constructed and what current arrangement applies to the remaining time. Parents should request that explanation using the exact arrival and collection times they need.

Treat the 20-hour limit as the weekly total

The family can discuss how to distribute up to 20 funded hours across the enrolled week, subject to the daily ceiling and the service’s session arrangements. Four hours over five days reaches 20. Six hours on three days plus two hours on another day also reaches 20. These examples demonstrate arithmetic only; they do not promise that a specific centre offers those patterns. The enrolment agreement must show the allocation actually accepted.

Three checks for every proposed allocation

  • No day exceeds six 20 Hours ECE hours.
  • The combined weekly allocation does not exceed 20 hours.
  • Hours at any second service are included in both calculations.

Do not confuse funded hours with opening hours

Operating hours tell parents when a centre is open. They do not describe the number of funded hours, the session available to a particular child or the family’s booked attendance. Build a one-page funding map

Create columns for Monday to Friday. In each column, write the enrolled start and finish time, total attendance, proposed 20 Hours ECE and any hours used at another service. Add the weekly funded column. This small worksheet exposes an over-allocation before forms are signed. It also helps the centre see what the family is requesting without translating a vague statement such as ‘we need three days’.

  • Which portion is nominated as 20 Hours ECE?
  • Are there any overlaps with another service?
  • What happens if the attendance pattern changes?
  • Which current charges apply outside the funded allocation?

Why additional hours can still matter

A working day often requires more care than the funded maximum. Those additional hours may be necessary for travel, handovers and a stable routine. Do not choose a schedule solely to maximise funding if it creates repeated rushed collections or too many transitions for the child. Compare the complete arrangement: availability, relationships, daily rhythm, total attendance and current cost. Funding is one part of a sustainable childcare decision.

Update the allocation when the week changes

A move from three days to four, a new job roster or the addition of another early learning service can change the calculation. Parents should contact every affected service, state the new times and complete updated records where required. The Ministry’s guidance expects enrolment information to stay current. Do not rely on one centre to guess what was changed at another.

Use the limits to test different weeks

Families with rotating rosters should test more than one version of the week. Create a standard-week map and a changed-roster map, then ask whether the centre can actually accommodate both. A funded-hour calculation does not create flexible availability. If the booking must remain fixed, decide who can collect or provide care when work changes. If the centre offers another pattern, ask how each version would be recorded and whether regular changes require updated enrolment information. This separates mathematical possibility from operational reality.
